Update Spring Boot Actuator Configuration

Update the Spring Boot Actuator configuration when upgrading from brXM 15.x to 16.y, if your implementation uses Spring Boot Actuator.

When upgrading to brXM version 16, review and update the following areas:

• In version 15, certain transitive library exclusions were required for security reasons. In version 16, these exclusions are no longer necessary because the Spring Boot version used in v16 includes updated dependencies.
• The WebSecurityCustomizer API has changed. The new version uses a more generic request matcher, which requires changes to the WebSecurityCustomizer bean configuration.
